Radiation and chemical protection as a component of complex measures of protection of population and territories in emergencies

Purpose. Analysis of the provisions of the Code of civil protection of Ukraine concerning the radiological and chemical protection of population and territories. The theses of The Code of Civil Protection of Ukraine about radiation and chemical protection of population and territories in emergencies were considered. The analysis of these theses in the context of their practical implementation was done. The proposals regarding the definition of certain terms and prospects of improving of radiation and chemical protection of population and territories in modern conditions were made. Consequences of the research and analysis of legal and normative-technical documents of Ukraine on this issue were represented and on this basis the attention was focused on the need of: the development and introduction of modern typical modes of radiation and chemical protection; preparation of documents on the implementation of collective means of protection, taking into account modern requirements; development of regulations of iodine preventive measures; documenting the general criteria of estimation of radiation and chemical situation; returning to the con-sideration of a specialized service of radiating and chemical protection. The article refers to those that examine the problems of our time, has elements of novelty in the approach to the assessment of radiation and chemical protection, and therefore will be of interest to specialists in the field of civil protection Method. The study of the problem carried out with the use of analysis and logical generalization of the findings on clusters of radiation and chemical protection. Results. 1. Existing legal and normative-technical documen-tation on the issues of radiation and chemical protection based meets modern requirements; 2. There is no method of forecasting and assessing the possible radiation situation, different interpretations or a lack of definitions for certain terms. Scientific novelty. The method consists in the study of the problem. Through analysis and logical generalization of common features of the studied documents the findings about the promising directions of improving the theory and practice of radiation and chemical protection. Practical value. Development and introduction of a new guidance document on forecasting and assessment of radiation environment will provide new opportunities for qualitative prediction and assessment of the situation and on this basis, the definition of a more rational and effective measures for the protection of specific groups of the population, objects of economy and territories, that will serve to foster a common approach to safety management.References
