Abstract

Purpose. The analysis of the existing documents governing the conduct of evacuation measures in the context of their compliance with the requirements of modernity. Reviewed the provisions of the Code of civil protection of Ukraine concerning the organization of evacuation measures aimed at protecting the population in emergency situations. The analysis of normative-technical documents in the context of organizational and methodical support of carrying out evacuations-events. The attention is focused on the definition of criteria regarding the appropriateness of evacuation arrangements. The proposals on issues of methodtion to ensure the organization of the evacuation: - to coordinate categorical - conceptual apparatus and the conventional signs mark the evacuation in existing planning documents and evacuate; - to elaborate criteria for decisionmaking on evacuation in potential emergency situa-tions and taking into consideration the specific factors of the lesions; - to prepare Methodological recommendations on organization of placement and maintenance of evacuees in a safe area. The relevance of the article due to the complicated technological, natural and sociopolitical environment, and therefore requires a state of constant readiness to carry out measures of protection of the population in General and provedennya evacuation measures in particular. Method. The study of the problem carried out with the use of analysis and logical generalization regarding the Code of civil protection of Ukraine and other normative-legal documents on planning and conducting evacuation in emergencies. Results. Legal and normative-technical base for evacuation as a whole meets modern requirements to the organization and conduct of evacuation measures; Current guidelines require certain adjustments and approvals, in the draft DSTU Evacuation. General provisions it is necessary to outline the General provisions of a normative nature. The decision to evacuate may be taken at different stages of the emergency, but possible scenarios of evacuation should be considered at the stage of planning. Evacuation plans must be coordinated both in time and space and with other actors in planning. Scientific nov-elty. The novelty consists in the method of study. Analysis and logical comparison and synthesis of the characteristics and content of the investigated documents were given the opportunity to make suggestions for ways of improving the theory and practice of planning and carrying out the evacuation. Practical value. Tried and tested suggestions are directly related to the improvement of normative-technical and methodical documents on planning and carrying out evacuation actions in emergency situations.
